dry wall

i recently removed wall paper from our half bath. the dry wall does not look like your typical drywall. it has a very smooth finish. it has little pin size holes all over it. from the nail holes you can see that this whatever this layer is it is paper thin. my question is can i just paint over this and what is this. hopefully provided you with enough information. also the house was built in 1960 and it is a quad and the bathroom is on the lower level (not the basement).
